Under the 101 Bridge

We hope that someday the Waterfront trail can be connected not just along the complete and continuous bay frontage, but also would like to see each end of the trail connected to a trail or route that encompasses the City of Eureka. Here is an example of a tricky part of implementing that vision. This is the underside of the 101 bridge. It seems a perfect idea to allow the trail to continue under the bridge, much safer than trying to create a pedestrian crossing at this high traffic area. However, there are concerns with unofficial 'campers' under the bridge, with access to the highway, and these issues of safety and responsibility would need to be resolved.
